For foreign fertiliser manufacturers, trading houses, blenders and logistics groups, that dependence is not only a risk for farmers. It is a market: import, warehousing, blending, regional distribution and, in some cases, local production of nitrogen, phosphate or potash. The opportunity is industrial and regulatory, not agricultural in the romantic sense. A shipload of urea or potassium chloride does not become a Brazilian business until there is a company, a MAPA establishment, product registration, customs clearance and a warehouse that can receive the cargo. PCREPS — Business Support presents itself as a trusted local partner for foreign investors in Brazil. The sector should be read through registration, logistics corridors and corporate form, not through promises of harvest or self-sufficiency.

The official picture of demand and import dependence is consistent across government sources. According to the Ministry of Agriculture and Livestock (MAPA), on the institutional page of the Plano Nacional de Fertilizantes, Brazil accounts for about 8% of global fertiliser consumption, is the world’s fourth-largest consumer, and soy, maize and sugarcane together account for more than 73% of national consumption. According to the Central Bank of Brazil, in the June 2026 Relatório de Política Monetária, box Impactos iniciais do conflito no Oriente Médio sobre a balança comercial, more than 80% of the fertiliser consumed in Brazil is supplied by imports, and external purchases totalled US$ 15.5 billion in 2025, around 5% of total imports and 0.7% of GDP. In the same box, Russia accounted for 25.9% of import value in 2025, China 18.8% and the Middle East 14.5%; nitrogen products were about one third of imports. Complementary trade data confirm the scale of the physical flow. According to the National Supply Company (Conab), in the Boletim Logístico of September 2025, Brazil imported 29.45 million tonnes of fertilisers from January to August 2025, 8.59% more than in the same period of the previous year, with Paranaguá at 7.56 million tonnes, the Northern Arc at 5.42 million and Santos at 4.85 million; August 2025 reached 5.2 million tonnes, a monthly record in the series followed by that bulletin. Deliveries, intermediate production and imports compiled by the National Association for Fertilizer Diffusion (ANDA) in its January–December 2024 market report were 45.61 million, 7.21 million and 41.34 million tonnes respectively. ANDA is a private industry association, not a public regulator; its figures are used here only as a sector compilation identified by period and method.

Policy and product routes point in the same direction: Brazil wants more local capacity, but the near-term business remains import, blending and storage. Decree No. 10,991 of 11 March 2022 instituted the National Fertilizer Plan 2022–2050 and CONFERT, with guidelines to modernise plants, attract investment and reduce external dependence. According to CONFERT/MDIC, in the Relatório Anual de Monitoramento do Plano Nacional de Fertilizantes — 2024, capacity indicators include 1.7 million tonnes of nitrogen a year in 2026, against a 2023 baseline of 375 thousand tonnes, and 2.9 million tonnes a year of P2O5, against 1.5 million in 2023. Those figures are policy indicators of capacity, not guaranteed private output, licences or returns. Reference products remain urea, MAP, DAP and potassium chloride, with concentrated but not exclusive origins in Russia, China, Canada, Morocco and the Middle East. A foreign group may therefore enter as a registered importer-distributor, as a blender of NPK, as a warehouse and corridor operator, or, with a longer horizon, as a local producer. Each route requires MAPA files. Law No. 6,894 of 16 December 1980, as later amended, requires inspection and registration of persons, companies and products in the fertiliser chain. Decree No. 4,954 of 14 January 2004, as amended by Decree No. 12,858 of 24 February 2026, regulates that law, including self-control programmes. MAPA Normative Instruction No. 53 of 23 October 2013 and Normative Instruction No. 39 of 8 August 2018 discipline classification, registration, storage, labelling and mineral-fertiliser specifications. According to MAPA, on the page Fertilizantes, Inoculantes e Corretivos, updated on 28 August 2026, establishment and product registration is requested through SIPEAGRO; imported products require, among other documents, an origin analysis certificate and proof of registration or free sale in the country of origin. According to MAPA, on Importação e Exportação de Fertilizantes, Corretivos e Inoculantes, updated on 30 October 2025, commercial import may be carried out by a MAPA-registered importing establishment when the product is registered, with prior authorisation through the Single Portal or SIGVIG. This content is general and informational; it does not replace legal, customs, tax or regulatory advice.

The corporate layer is usually simpler than a farm, and still not optional. Direct investment into a Brazilian company is, in principle, a standard route. According to the Central Bank of Brazil, on the page Prestação de informações de capitais estrangeiros no país, foreign direct investment in a resident recipient is reported through the SCE-IED system. Forming a Brazilian subsidiary is different from opening a branch of the foreign company itself. According to article 1,134 of the Civil Code (Law No. 10,406 of 10 January 2002) and DREI Normative Instruction No. 77 of 18 March 2020, a foreign company may not operate in Brazil, whatever its object, without prior authorisation from the Executive Branch if it chooses the branch path. If non-resident directors remain on the Brazilian vehicle, Law No. 14,195 of 26 August 2021, amending article 146, paragraph 2, of the Corporation Law, conditions the investiture of an administrator resident or domiciled abroad on the appointment of a representative resident in Brazil, with powers, for at least three years after the end of the term of office, to receive service of process. Rural land becomes relevant only if the project acquires or leases rural property for a plant or warehouse. Law No. 5,709 of 7 October 1971 and INCRA rules then apply; an urban or port industrial site may avoid that issue, but the classification of the specific plot must be verified. Anvisa, ANP, ANEEL or ANAC are not generic fertiliser licences; they appear only if the activity itself triggers them.

That is the practical meaning of local partnership in this market. A foreign fertiliser company does not only need a nutrient thesis. It needs a Brazilian company or an authorised branch, a registered office address declared in the articles of incorporation, lawful representation of non-resident investors and directors, capital reported to the Central Bank, a MAPA establishment and product file, and a logistics design that can receive cargo in Paranaguá, Santos or the Northern Arc. PCREPS offers company formation, legal representation of foreign investors and non-resident directors, administration of subsidiaries and branches, provision of a registered office address, representation in public tenders, DPO services, compliance and integrity support, treasury support, and liquidation and custodial services if a project later has to be wound down. It also connects clients to a network of law firms, accountants, financial advisers and other specialists, which is the usual way to assemble customs, MAPA technical responsibility, tax and warehousing contracts without pretending that a single office imports, blends or stores fertiliser. None of this guarantees cargo, licences, prices or investment returns. It does reduce the most common source of delay: a vessel arriving before the Brazilian importer, the SIPEAGRO file and the local representative exist.

If you are assessing import, blending, warehousing or local fertiliser production in Brazil, the next step is diagnostic rather than promotional. Map the product, the corridor, the MAPA registration, the corporate form and the reporting of foreign capital before the first shipment is booked.
